Stock whip use in schools

Stock whip use in schools: Good morning, we have had a request for the purchase of a stock whip for use by staff and students in our year 9 Sound unit. What are the safety issues and risks we will need to consider in putting together an SOP? Is this deemed a safe activity for this age group or should it be a teacher demonstration only? None of our staff are currently trained in the use of whips, but the supplier sells a DVD for training purposes. I'd appreciate your advice.
